Public Contracts

As of January 25, 2019, GRICS is subject to the Act respecting contracting by public bodies and the regulations thereunder pursuant to section 6.1 of that Act.

Publication of invitations to tender, contracts awarded and other notices
GRICS notices, tender documents and adjudications, if any, are only posted on the site of the Système électronique d’appel d’offres (SEAO), which brings together the various public procurement notices. Suppliers interested in public procurement may consult the published notices and obtain the related documents.

Complaints related to the awarding of a contract
An interested company or a group of companies interested in participating in the tendering process or their representative may file a complaint with GRICS regarding a public call for tenders involving an expenditure equal to or greater than the applicable minimum public tender threshold if the documents of that call for tenders or an amendment to those documents :

  • Provide for conditions that do not ensure the fair and equitable treatment of competitors;
  • Do not allow competitors to participate, although they are qualified to meet the needs expressed;
  • Do not otherwise comply with the normative framework.

It can also complain about entering into a private contract if, after publication of a notice of intention in the SEAO, it has expressed an interest in carrying out the contract.
It may also complain about the process of awarding or granting a government contract other than those mentioned above.

To lodge a complaint, you must use the official form of the Autorité des marchés publics (AMP) which can be found at the following address https://amp.quebec/en/file-complaint/complaint-public-body/ and send it by e-mail to the following address approvisionnement@grics.ca. Everything must be sent to the attention of the person designated in the procedure no later than the deadline for the submission of complaints indicated in the call for tenders or in the above-mentioned procedure for other cases.
